Russia’s UAV operations at gray area
For the first time in the history of HeliRussia, special attention at this year’s event is being paid to unmanned aerial systems (UAS), which are seeing ever increasing use in various industries. In late 2015, President Vladimir Putin signed a federal law amending the Russian Air Code to make unmaned aerial vehicles (UAV) subject to mandatory registration. The law came into force in March 2016, but its implementation is currently impossible.
The new law states that all UAVs weighing over 250 g are subject to mandatory registration. In effect, this requirement covers radio-controlled toys. The operator of such an UAV is to be granted the status of aircraft captain, and their responsibilities will largely coincide with those of captains operating real-life manned aircraft. In particular, the law obliges UAV operators to obtain remote pilot licenses. In the eyes of the law, other persons related to the operation of an UVA are considered to be crew members.
